We do not charge researchers if they would like to photocopy or scan some of the materials that they are using. In most cases, we also allow researchers to take their own pictures of the materials as well. As long as the flash is not used on the camera, photographs are actually better for materials as photocopying and scanning puts additional strain on them through light-exposure and through the extra handling required.
